Czyborra criticizes care reform plans as a burden for municipalities

by | Jun 5, 2026 | Health, Politics, Research

Berlin’s Health Senator Ina Czyborra (SPD) has sharply criticized the plans for a reform of long-term care insurance. She warned of considerable additional burdens for the municipalities if people in need of care slip into social assistance.

On rbb24 Inforadio on Friday, Czyborra explained that Berlin would probably face double-digit to three-digit million amounts in additional costs. She is particularly concerned about the immense additional effort for the social welfare offices, which are already overwhelmed with the processing of applications. She does not see how this can be managed.

The senator also criticized the fact that the draft by Federal Health Minister Nina Warken (CDU) hardly takes up ideas from previous working groups. Many proposals for the structural improvement of care, the delay or avoidance of the need for care and better health care have not been implemented. Instead, cuts will be made, which will only shift costs to other shoulders.

Czyborra referred to unnecessary costs in the draft. Among other things, she cited frequent admissions of people in need of care to emergency rooms and an earlier deterioration in the state of care. Better geriatric care, prevention and measures such as fall prevention could therefore save costs and at the same time improve the quality of care.
