SoVD survey: Deep mistrust in nursing care

A survey conducted by the Civey Institute on behalf of the German Social Association (SoVD) shows that almost two-thirds of Germans (64%) expect poor care in old age, while only one in ten (10%) expects good care. Women (70.6%) and 40 to 49-year-olds (79.7%) are particularly sceptical, often standing as a “sandwich generation” between their own care and that of relatives. SoVD chairwoman Michaela Engelmeier sees this as a “massive loss of trust”: “Years of delaying necessary reforms and austerity targets have left their mark.”

The survey, conducted from 2 to 16 October 2025 among 2,500 citizens aged 18 and over and 500 family caregivers, also shows broad support for a citizens’ care insurance: 80% of the population is in favour of a solidarity-based solution for everyone, regardless of their professional status. The popularity is surprisingly high among civil servants (42%) and self-employed (69%), who currently have advantages in the dual system or are excluded.

Almost 80% of family caregivers – who care for 86% of those in need of care in Germany at home – consider state support to be insufficient. The SoVD is therefore calling for concrete measures: expansion of day care and respite care, care periods with remuneration replacement as in the case of parental allowance and better pension security.
