Lower Saxony chambers warn of fee cuts in psychotherapy
The Medical Association of Lower Saxony and the Chamber of Psychotherapists of Lower Saxony sharply criticize the planned reduction of fees in outpatient psychotherapy. The National Association of Statutory Health Insurance Funds had decided on a reduction of 4.5 percent on March 11, 2026.
The two chambers explain that outpatient medical and psychological psychotherapy is not a cost driver in the health care system. The psychotherapists and psychotherapists working in private practice were already in the lower fee range. A further reduction would be irresponsible and send a fatal signal, especially since the need for psychotherapeutic care – especially among children and adolescents – continues to increase.

The chambers warn that such cuts could promote chronification of mental illnesses and exacerbate supply bottlenecks, especially in rural regions. The planned structural surcharges could not sufficiently compensate for the reduction in fees. Instead, psychotherapeutic care must be strengthened and expanded.
