AWMF calls for corrections to the Statutory Health Insurance Contribution Rate Stabilisation Act

The Association of Scientific Medical Societies (AWMF) sees a considerable need for correction in the current draft law to stabilize contribution rates in statutory health insurance. Although the professional societies support efficient health care and savings, they warn that cuts must be made with a sense of proportion.

In particular, the AWMF is calling for the planned reduction of the innovation fund at the Federal Joint Committee to be limited to 150 million euros per year, as proposed by the Finance Commission on Health. A reduction to only 100 million euros would jeopardize the development and evaluation of scientific concepts for the further development of quality in the health care system.

In addition, the AWMF rejects the planned expansion of the examination quotas of the Medical Service. This measure creates additional bureaucracy without achieving relevant savings. Instead, long-term structural reforms are necessary as part of hospital reform.

The AWMF supports an evaluation of the second opinion procedures after their introduction, as recommended by the Finance Commission. It also advocates the implementation of other Commission proposals, including the abolition of reimbursement of homeopathic services and the increase in taxes on tobacco, alcohol and sugar-sweetened beverages.

The AWMF also calls on the federal government to finance the contributions for citizen benefit recipients in the GKV entirely from tax revenues. This is a task for society as a whole.

The AWMF emphasised that a sustainable stabilisation of long-term care and health insurance cannot be achieved by limiting expenditure alone, but requires additional tax subsidies.
