Alliance of Science Organisations in Germany presents Strategy for Scientific Publishing 2026-2030
The Alliance of Science Organisations in Germany has updated its Open Access Strategy 2021-2025 to a comprehensive strategy for the further development of scientific publishing 2026-2030. The efforts for Open Access that have been in place since 2003 as a basis for transparent, efficient and high-quality research as well as a driver for knowledge transfer in society, business and politics will thus be continued. The new strategy, published on 7 August 2025, responds to dynamic developments such as new publication formats, increasing publication numbers and the use of artificial intelligence (AI) in the publication process.

The strategy focuses on four main areas: First, the evaluation and design of new developments such as data and software publications, with a task force analysing formats, quality assurance and the use of AI and developing recommendations for action. Secondly, the preparation of future DEAL contracts by analysing existing contracts and defining criteria for effectiveness and objectives to promote cost-effective and transparent agreements. Third, the establishment of science-led open access infrastructures through sustainable financing models that ensure bibliodiversity and digital sovereignty. Fourth, measures to promote the open access transformation, for example by reducing VAT on scientific publishing from 19 to 7 percent and the development of uniform standards for publication and cost monitoring.
The Alliance emphasizes openness, cost-effectiveness, science-led governance and bibliodiversity as guiding principles. In view of rising publication costs and limited budgets, she calls for sustainable financing, especially for non-profit infrastructures, and greater recognition of Open Access contributions in scientific evaluation systems. The strategy aims to strengthen the digital sovereignty of science and to drive forward the transformation to a modern, science-appropriate publication system.
